Communal fedoras.

In 1935, a law was passed in Iran making the wearing of a hat mandatory for men. "In remote villages expenses were kept to a minimum by the purchase of a single communal fedora, to be worn by who-ever was engaged in a venture that might bring him to the attention of the authorities." (from the Cleveland book)

Communal fedora? Just think of the lice!
